Establishes the office of equity for energy and climate to support local and communally developed climate projects to support disadvantaged communities, including by establishing and administering the community solutions fund and the solutions grants program.
Suspends all unnecessary travel to states that have enacted a law that voids or repeals, or has the effect of voiding or repealing, existing state or local protections against discrimination on the basis of sexual orientation, gender identity, or gender expression or have enacted a law that authorizes or requires discrimination against same-sex couples or their families or on the basis of sexual orientation, gender identity, or gender expression, including any law that creates an exemption to antidiscrimination laws in order to permit discrimination against same-sex couples or their families or on the basis of sexual orientation, gender identity, or gender expression.
Permits any child who is at least fourteen years of age to have administered to himself or herself, regardless of parental consent, certain immunizations required or recommended by law.
Removes from admissibility evidence that proves or tends to prove that a victim has been convicted of a prostitution offense within three years prior to the sex offense which is the subject of the prosecution.
Creates the office of the cooperative and condominium ombudsperson; authorizes the residential unit tax; establishes the office of the cooperative and condominium ombudsperson fund.
Withholds the governor's salary until the legislative passage of the budget occurs; provides such salary should be withheld if the budget has not passed prior to the first day of the fiscal year and shall not be paid until such passage occurs.
Increases fees for the registration of larger, heavier motor vehicles; provides a waiver for a portion of weight added by batteries in electric vehicles.
Provides for notice of illegal restrictive covenant language in documents to be recorded and the recordation of restrictive covenant modification documents where conveyance instruments include language violative of civil rights laws; requires any title insurance company, title abstract company or escrow company to include such notice in title abstract reports and to inform purchaser/title insurance applicants of the availability from the county recorder of restrictive covenant modification documents.
Establishes supermarket wine licenses to sell from the licensed premises wine in sealed containers for consumption off such premises.
Requires inclusion of complete street design for state and local transportation projects undertaken by DOT or which receive both federal and state funding and are subject to DOT oversight.
