Enacts the New York State COVID-19 Health Registry Act providing for the monitoring and tracking of the long-term health impacts of COVID-19 in New York state residents.
Prohibits the outdoor release of ten or more balloons filled with helium or a substance which causes the balloon to rise or float in the atmosphere, within a twenty-four hour period, in order to reduce litter and protect the marine environment; makes related provisions for enforcement and for certain exceptions.
Relates to rent regulations and to the application of the Housing Stability and Tenant Protection Act of 2019; establishes the legal regulated rent for the combination of two or more vacant apartments; defines permanently vacated; relates to exemptions from rent stabilization on the basis of substantial rehabilitation; relates to public hearings by the city rent agency (Part A); relates to major capital improvements (Part B); relates to rent impairing violations; relates to eviction proceedings (Part C); applies the Housing Stability and Tenant Protection Act of 2019 to rent calculations and rent records maintenance and destruction (Part D).
Includes additional definitions for procedures relating to state purchasing of tropical hardwoods; requires state to maximize the use of environmentally preferable building materials; requires use of information provided by forest certifiers; requires the department of environmental conservation to develop a list of eligible forest certifiers and a chain of custody certifiers.
Establishes certain duties of a board of directors of a limited-profit housing company, including requiring such board to hold six meetings of its members annually, make votes of the board public information, distribute certain communications to all shareholders of the company and investigate any substantive allegation that a tenant is not occupying his or her dwelling unit as his or her primary residence.
Establishes a carpet stewardship program; requires manufacturers to coordinate with wholesalers, retailers and installers to recycle old carpets; provides penalties for noncompliance.
Relates to restrictions on non-therapeutic use of antimicrobial agents in animals in the absence of any clinical sign of disease in the animals.
Enacts the "fairness in cooperative homeownership act"; regulates the submission and determinations of applications for ownership of cooperative apartments.
Authorizes the city of New York to provide for a residential parking permit system to reduce hazards and pollution levels.
Enacts the "Lead Free Homes Act"; requires the department of health to promulgate standards for lead remediation and abatement of exemption; provides tax credits to class A multiple dwelling owners who undertake a successful lead remediation or abatement; requires lead testing on drinking water prior to the sale of residential property; requires owners of class A multiple dwellings to perform lead testing and provides for fines for violations.
