Relates to creating the Mom and Pop Rent Increase Exemption; provides a tax abatement for limiting rent increases on small businesses in a city of one million or more persons.
Relates to the supervision of certain limited profit housing companies.
Makes various provisions regulating the location of environmental facilities to insure equity of treatment for minority communities or economically distressed areas or disadvantaged communities; requires environmental impact statements to state whether the siting of a facility will cause or increase a disproportionate burden on such areas.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Relates to establishing speed limits in cities with populations in excess of one million people by easing restrictions so cities can establish speed limits below twenty five miles per hour.
Authorizes community composting operations registered with the department of environmental conservation but not requiring a permit from such department to use parklands without violating alienation laws or restrictions.
Prohibits the development of any new major electric generating facilities that would be powered in whole or in part by any fossil fuel, unless the developer of such facility can demonstrate a need for such facility, and that there is no other reasonable method to satisfy such need.
Relates to freshwater wetlands; defines specific classes of wetlands.
Relates to the creation of a statewide residential rental registry providing information relating to rental units including the number and types of code violations issued by the appropriate enforcement agency, and the number of findings of harassment currently on record with the code enforcement agencies.
Requires children under the age of eighteen to wear protective headgear while skiing or snowboarding; imposes civil fines for violations thereof; applies safety in skiing code requirements to snowboarders and snowboarding.
