Provides that contributions received by a candidate shall not be expended for goods or services provided by an entity in which the candidate and/or one or more members of the candidates family collectively hold a thirty-five percent or greater ownership.

Creates the lymphedema and lymphatic diseases research grants program; provides such grants, not to exceed $50,000, would be awarded on a competitive basis to biomedical research institutions conducting direct research related to lymphedema and lymphatic diseases.
