Prohibits food-service and retail establishments from refusing to accept cash as payment for goods or services and calls for a civil fine if an establishment should refuse cash as payment.
Requires the board of elections in cities with a population of one million or more to provide at least one interpreter for all languages that are designated city-wide languages at poll sites that contain an election district with at least fifty voting age residents whose limited English proficiency language is a designated city-wide language.
Increases the maximum time limits for tuition assistance program awards.

Directs the MTA to establish a fare program which caps the amount of fares charged to riders during an applicable time period at the amount which represents the value of an unlimited fare card for the same time period.
Provides that organizations of state employees designated managerial or confidential incorporated prior to 1980 shall be deemed as certified or recognized employee organizations for purposes of employee representation in all matters except of collective negotiation in determining the terms and conditions of employment.
Requires that posting or advertising of any employment opportunities shall include the salary range and starting salary for the position except where otherwise provided by a collectively bargained agreement.
Relates to providing hazard payments to essential workers during a state disaster emergency; provides that certain employers shall make hazard payments to essential workers during a state disaster emergency provided no hazard payment shall exceed twenty-five thousand dollars in any year for any essential worker earning less than two hundred thousand dollars per year or five thousand dollars for any essential worker earning more than two hundred thousand dollars.
