Requires at least a ratio of one clinical, non-student mental health staff member per one thousand students on all SUNY and CUNY campuses and for state colleges and universities to update such ratio every five years.
Limits the number of consecutive hours worked by certain employees of cities of one million or more; provides that employees of cities of one million or more who are subject to a collective bargaining agreement shall not work more than 17 consecutive hours in a work day.
Requires the joint commission on public ethics to update complainants on the status of investigations.
Relates to permitting retired members to authorize a deduction from retirement benefits for membership dues in the Retired Public Employees Association, Inc.

Requires independent hearing officers for disciplinary hearings involving paid officers or members of organized fire companies or fire departments in certain municipalities.
Requires merchants to accept cash as payment for goods and services; permits the superintendent of financial services to provide exemptions based on certain criteria.
Prohibits a cause of action for defamation where the subject of such action includes an allegation made to an employer regarding an unlawful discriminatory practice or act of retaliation.
Enacts the New York City truth in budgeting act to require notice and a public hearing prior to an increase in the real property tax levy greater than two percent over the prior year.
