Establishes a veteran tax deduction.
Prohibits the siting and construction of battery energy storage systems and related facilities, systems, infrastructure, and substations of any scale and possessing any storage capacity on Staten Island.
Prohibits the placement of fifth generation (5G) telecommunications towers within 250 feet of a business or residence in cities with a population of one million or more without the owner's consent; requires community board approval and the completion of a city environmental quality review before the placement of any 5G tower can be approved.
Increases the maximum qualifying income for the senior citizen homeowner's exemption and the disabled homeowner's exemption to $70,000 in the city of New York.

Changes the designation of public lewdness in the first degree from a class A misdemeanor to a class E felony.
Extends the benefits of the variable supplements fund to New York city transit police who retired after October 1, 1968; amends the definition of a beneficiary.
Relates to no longer permitting the use of electronic absentee voting applications; repeals all provisions relating thereto.
Prohibits the delivery of an absentee ballot or an application therefore to an address associated with a candidate's campaign.
