Directs the commissioner of motor vehicles to establish a yellow dot program under which the medical and emergency contact information of the occupants, aged 55 or older, of a motor vehicle is available to emergency personnel in the glove compartment.

Limits the provision of charitable bail to misdemeanor defendants who are first time offenders.
Requires portable electronic devices distributed after January 1, 2024 to automatically disable their texting and computer functions when the holder is operating a motor vehicle over 10 miles an hour; eliminates the exemption from provisions, relating to the use of portable electronic devices in motor vehicles, granted to commercial motor vehicles, police, firefighters and emergency vehicle operators.
