Relates to establishing a fine of $25,000 for knowingly transmitting misleading, inaccurate, or false caller identification information including but not limited to providing copied or incorrect telephone numbers and raises the maximum fine for other related violations.

Provides for a 75-25 percent split in the New York city transit authority's operating surplus between the authority and the Metropolitan transit authority where previously the split was 50-50.
