Establishes peer crisis diversion homes; requires the commissioner to establish or contract for no less than six peer crisis diversion homes within one year.

Authorizes the commissioner of the division of housing and community renewal to prescribe for the translation of legal forms and applications in languages other than English, as long as such language is spoken by at least one percent of the population.
Relates to the retention of state records; repeals provisions relating to rules and regulations governing access to state legislative records; repeals provisions relating to executive records; repeals provisions relating to information confidentially disclosed by applicants.
Provides that the board of elections shall accept voter registrations electronically through its website.
Directs the public service commission to require all telephone corporations to provide free directory information or assistance to blind persons meeting specified visual acuity standards and also to certain other physically handicapped persons who are certified as meeting certain specified criteria; requires that the public service commission establish procedures by which free access to directory information and assistance is automatically registered as exempt from all charges; makes related provisions.

Safeguards cash accounts for people with developmental disabilities in a facility under the control of the commissioner of mental health, the commissioner of the office for people with developmental disabilities and the commissioner of alcoholism and substance abuse services.
Enacts "private environmental law enforcement act"; authorizes any private citizen who has an interest which is or may be adversely affected to commence civil judicial actions for injunctive or declaratory relief to remedy environmental harms under certain circumstances; provides that such action may be commenced against any person for any violation of an administrative or court order compelling an investigation or remediation of an inactive hazardous waste disposal site.
Establishes an interagency council for the purpose of coordinated planning on issues related to older adults which shall assess current programs and services across multiple agencies and shall consider current and projected needs.
