Authorizes certain municipalities to participate in a community-wide energy aggregation program where they can request bids, select an energy service provider, install energy efficiency measures and develop local renewable energy facilities to provide electric and/or gas supply services, including gas efficiency and renewable heating technologies to participating customers.

Relates to creating the New York electronic communications privacy act; relates to the search and seizure of electronic devices and electronic communications.
Requires the Metropolitan Transportation Authority, in consultation with the New York city transit authority, the Long Island Rail Road and the Metro-North Commuter Railroad Company, to allow riders travelling within the limits of the city of New York to pay a fare for commuter rail service equal to that of a MetroCard ride and for such riders to make free transfers.
Provides for enhanced enforcement of the warranty of habitability for housing accommodations; provides court may award punitive damages to a tenant upon finding the landlord's breach of warranty was intentional and malicious.
Enacts the "Access to Public Services for Non-English Speakers Act"; requires state agencies to take reasonable steps to provide equal access to services through oral language services or translating documents for persons with limited English proficiency.
Provides legal assistance to youth ordered by the court into the custody of the office of children and family services and placed or committed to a state operated juvenile detention center.
Requires state and local law enforcement officers to identify themselves to the public upon initiation of law enforcement activity.
Establishes the bilingual teachers of tomorrow teacher recruitment and retention program to attract and retain bilingual, certified teachers in areas of greatest need, especially schools under registration review; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Provides for the use of common areas in housing authority projects by tenant groups, committees or organizations without the imposition of a fee providing that the meeting is peacefully conducted, during reasonable hours, does not obstruct any access, and the space is reserved three days in advance.
Directs the commissioner of health and commissioner of the office for people with developmental disabilities to jointly promulgate rules and regulations requiring pediatric health care providers to screen children beginning at the age of 18 months for autism spectrum disorders during each wellness and preventative care examination.
