Commissions a study regarding the quality of health care services received by foster children in New York state; provides for a report to be submitted by the commissioner of the office of children and family services detailing the findings of such study.

Relates to expanding employee ownership assistance for transgender and non-binary individuals; expands such assistance beyond industrial and manufacturing plants and includes transgender and non-binary individuals.
Provides the New York power authority with the right of first offer and refusal for acquiring any renewable generation facility, renewable energy generation project and any power or energy created by a renewable generation facility or renewable energy generation project; bans non-state run energy services companies; allows the New York power authority to take over and operate as an energy services company.

Relates to state contracts being only with internet service providers compliant with net neutrality and establishes a revolving fund for the establishment of municipal internet service providers; appropriates $250 million therefor.
Directs the public service commission to establish quality of service standards, minimum performance levels, customer-specific credits, and reporting requirements that shall apply to each internet service provider.

Provides that hospitals which offer medical residency training in obstetrics, gynecology, internal medicine, women's health and osteopathy shall provide training which follows the Accreditation Council on Graduate Medical Education or the American Osteopathic Association special requirements for obstetrics-gynecology; provides for experience with induced abortions and complications thereto except where residency program has a religious, moral or legal restriction which prohibits residents from performing abortions within the institution.
