Prohibits a grand jury from inquiring into an offense or misconduct that involves a shooting or use of excessive force by a police officer and/or peace officer that led or leads to the death or personal injury of a civilian.
Provides standards for the number of water closets in certain areas of public assembly and increases the required number of water closets for women; sets deadlines for compliance.
Relates to traffic stops conducted by law enforcement officers; defines "racial profiling"; authorizes division of criminal justice services to conduct a study relating to racial profiling; prohibits use of race or ethnicity of an individual as the sole factor in determining the existence of probable cause to place such person under arrest or take into custody.
