Relates to establishing full-service community schools to improve student outcomes through a systematic effort designed to coordinate educational programs with essential health, mental health and enrichment services and facilitate parental involvement in their children's education.

Relates to civil actions for deprivation of constitutional rights; provides that a peace officer employed by a local government, who under color of law, subjects or causes to be subjected, including failing to intervene, any other person to the deprivation of any individual rights that create binding obligations on government actors secured by the bill of rights, article one of the state constitution, is liable to the injured party for legal or equitable relief or any other appropriate relief; provides that statutory immunities and statutory limitations on liability, damages or attorney fees shall not apply; governmental immunity shall not be a defense to liability; and qualified immunity shall not be a defense to liability.
Provides a 50% tax credit for new income tax revenue generated by a new employee; provides credit may be taken up to 10 years; provides that the Department of Economic Development must monitor and certify the additional employment for any business which applies for the credit; provides any company taking the credit must maintain employment in the state for twice the number of years as the term of the tax credit; provides the Department of Economic Development shall annually report to the governor and the Legislature on the number and amounts of credits.
Relates to establishing the furloughed or non-pay federal workers revolving loan program and fund; provides zero percent interest loans to residential electric and natural gas customers who have been either furloughed or designated non-pay federal employees due to a period of a lapse in discretionary appropriations by the federal government in order to assist such customers in paying their electric and gas bills.
Requires a school nurse to be on the premises during school hours in any school having an enrollment of 100 pupils or more.

Provides funds for day care services for the children of persons 24 and under to enable such persons to continue secondary and post-secondary education; provides criteria to be governed by standards established for economically and educationally disadvantaged students under special opportunity programs for state and city universities; appropriates $5,600,000 to the office of children and family services therefor.
