Enacts the "language barrier to justice elimination act"; establishes standards for court interpreters and a procedure for waiver of a non-English speaking person's right to an interpreter in any proceeding.
Creates deduction from franchise tax and personal income tax for costs of acquiring or improving child care facility operated for profit; creates deduction from corporation tax, franchise tax, personal income tax and tax on banks for costs of acquiring or improving child care facility operated primarily for children of taxpayer's employees.
Requires patient hospital admissions form to allow a patient to designate a domestic partner with the same privileges as a next-of-kin respecting visitation and the authorizing of surgery for a patient in the absence and unavailability of a next-of-kin or nearest relative where the patient has given no specific instructions and becomes unable to execute a health care proxy or make decisions about his/her health care.
Relates to the manufacturing of portable electronic devices; establishes no device shall be manufactured for sale in the state if such device is not equipped with an ATSC 3.0 chip.
Relates to small wireless facility development; defines terms and sets standards and fees; a municipal corporation may require a wireless provider to repair all damage to a right of way directly caused by the activities of the wireless provider; courts of competent jurisdiction shall have jurisdiction to determine all disputes arising under this article.
Relates to establishing the Women's rights history trail; includes in such trail a series of properties and sites linked by geographic proximity and association with women's rights for the purpose of promoting education and awareness.

Enacts the New York state excess food act which provides for mandatory donation of consumable food products; provides mandatory composting of appropriate materials; establishes the New York state excess food fund which will be funded by fines collected from violations of the New York state excess food act.
