Provides that local assessor offices no longer must add a code to notification forms for creation of termination of a mortgage escrow account.
Relates to enacting the "free resources for equitable education (FREE) act"; requires State University of New York higher education institutions to designate all general education and 25 percent of all major specific courses as low textbook cost (LTC) or zero textbook cost (ZTC).
Relates to creating tax parity by imposing an eight and one-half percent tax on all combative sport event ticket sales.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
