Enacts the small insurer protection act prohibiting the filing of an application for an order of rehabilitation or liquidation of a small insurer on certain grounds unless such order is based on: the superintendent's adoption of a report on examination finding the company insolvent; or the annual or quarterly financial statements of the company, which show that the company's admitted assets do not exceed its liabilities and surplus to policyholders if the company does not maintain reserves in an amount determined reasonable by its independent loss reserve specialist or its appointed actuary.

Maddy summaryThis bill adds "housing status" to New York's existing anti-discrimination protections in employment, housing, and public accommodations. It explicitly defines "housing status" to include people experiencing homelessness, living in temporary shelters (like homeless shelters or transitional housing), or residing in places not designed for regular overnight stays (e.g., cars, sidewalks). The law prohibits discrimination based on this status by employers, landlords, and businesses providing public services, integrating it into current enforcement mechanisms under the Division of Human Rights. It does not create new penalties but extends existing protections to cover housing instability as a protected category.

Maddy summaryThis bill establishes a new "military immigrant family legacy program" for immigrant families with U.S. military connections, requiring state agencies to ask individuals seeking assistance about military service history. It mandates that agencies protect this information and refer eligible individuals to veterans' services for immigration and benefit assistance. Additionally, the bill requires state agencies to create guidance for handling requests from federal immigration authorities seeking access to people or records at state-run facilities. The policy directly affects immigrant families with military ties and state agencies operating public programs, while ensuring privacy for military status information shared during assistance requests.
