Establishes the low carbon fuel standard of 2019; such standard is intended to reduce carbon intensity from the on-road transportation sector by 20% by 2030, with further reductions to be implemented based upon advances in technology.

Enacts the New York state climate leadership and community protection act; relates to climate change; renewable energy program; labor and job standards and worker protection.
Grants a tax deferment for persons sixty-five years of age or over who own and occupy real property in a city having a population of one million or more persons.
Relates to available transportation for correction facility visitation; provides for at a minimum, bi-monthly free transportation from the city of New York, Rochester, Syracuse, Buffalo and Albany.
