Relates to reporting of youth placed in foster care settings and recruitment of foster parents; requires information including the total number of youth placed in foster care, the reasons why such youth were placed and the efforts the state has taken to recruit and retain foster parents.

Directs the commissioner of education to conduct a study on the use of biometric identifying technology; prohibits the use of biometric identifying technology in schools until July 1, 2022 or until the commissioner authorizes such purchase or utilization, whichever occurs later.
Authorizes the city of New York to establish and maintain an electronic voter registration transmittal system for New York city residents.
Provides that in drawing districts, prison populations shall be subtracted from the places of incarceration and incarcerated individuals shall be re-allocated, where possible, to such incarcerated individual's permanent home address; makes related provisions.
Requires the department of corrections and community supervision to place incarcerated parents at correctional institutions and facilities closest to their children's home.

Prohibits the use of intoxication of the victim as a defense in sex crimes; amends the definition of "mentally incapacitated" to include persons who are voluntarily intoxicated.

Relates to designating certain zip codes as cease and desist zones; directs the secretary of state to designate certain zip codes in Brooklyn as cease and desist zones.
Prohibits the sale of dogs, cats and rabbits by retail pet shops; authorizes collaboration with entities to provide space to showcase cats or dogs owned by certain entities for the purpose of adoption.
