Provides for the regulation of the licensure and practice of immigration providers by the department of state in order to protect immigrants from exploitation.

Authorizes certain undocumented Americans to obtain New York state drivers' licenses or non-driver identification cards if they have a high school diploma or its equivalent.
Establishes the temporary state commission on intimate partner violence, within the office for the prevention of domestic violence, to study, report on and make recommendations on the prevalence, causes, effects, risks and costs of such violence.
