Authorizes the assessor of the town of Smithtown, county of Suffolk, to accept from Mother and Unborn Baby Care of Long Island, Inc., an application for exemption from real property taxes.
Creates the utility consumer advocate of the Long Island office of the department of public service to advocate and to represent the interests of residential Long Island utility customers.
Prohibits a municipal corporation from prohibiting the issuing of a permit for the construction of any new commercial, residential, or mixed-use building on the basis that such building will be a mixed-fuel building.
Authorizes local municipalities to establish tourism recovery improvement districts.
Allows for the examination of industrial development agencies and not-for-profit corporations by county comptrollers.
Provides that any person interested in the grant or denial of discretionary release shall have the right to submit a written statement of views in support of or in opposition to the granting of discretionary release which the parole board may consider.
Creates the legislative office of fiscal transparency; requires fiscal notes on proposed rules and executive orders affecting political subdivisions; requires legislative committee approval of certain proposed rules; requires the comptroller to make monthly reports to the legislative office of fiscal transparency.
Authorizes bail for class A misdemeanors and felonies committed during a riot.
