Relates to increasing fines for individuals who fail to comply with a stop work order; increases fines from $5,000 to $10,000 for initial violation and $10,000 to $20,000 for subsequent violations.

Directs the superintendent of state police to develop and institute child-sensitive arrest policies and procedures for instances where police are arresting an individual who is a parent, guardian or other person legally charged with the care or custody of a child.
Allows an individual in any taxable year to elect to contribute to the City University of New York (CUNY); all revenues collected shall be credited to the City University Construction Fund.
Relates to the definition of overtime ceiling for members who first become members of a public retirement system of the state on or after April first, two thousand twelve.
Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Relates to affordable housing corporation grants by increasing the amount that can be granted to a high cost project.
Requires that every subcontracted transportation center service worker shall be compensated at a rate that is no less than the applicable standard rate for subcontracted transportation center service workers.
Enacts the "Dream Law"; deems central venous lines as medically necessary; requires hospitals upon discharge of a patient who medically needs a central venous line after discharge, to consult with the designated caregiver to determine his or her capabilities and limitations.
Relates to harassment of a rent regulated tenant; establishes the crimes of harassment of a rent regulated tenant in the first and second degree.
