Replaces certain instances of the term "mentally retarded" with the term "individuals with developmental disabilities".
Provides that public welfare officials shall not be required to limit authorized child care services strictly based on the work, training, or educational schedule of the parents; makes technical changes.

Relates to violations of safety conditions in adult care facilities; provides penalties for safety violations and operating without a valid license; prohibits reductions in fines in certain circumstances where a patient is endangered or harmed.
Grants additional pension benefits for police/fire members, for each additional year of service beyond normal retirement age, in the amount of one-sixtieth of average annual earnings from the date of eligibility for normal service retirement to the actual date of retirement.
Prohibits discrimination based on status as a victim of domestic violence.
Requires motor vehicle repair shops to disclose whether parts supplied are under warranty and the estimate for all parts and labor; provides that no work can be done without the consent of the customer; provides for fines for violations of such provisions.
Requires the New York state cancer services program to provide various cancer screenings and diagnostic services at no cost to certain persons and to provide informational pamphlets on such cancers.
Requires car washes to disclose when promotions expire as well as any costs which will be incurred upon the expiration of such promotion and how often such costs will be incurred upon someone taking part in such promotion.
