Authorizes the city of New York to acquire by eminent domain a certain parcel of real property in the borough of Brooklyn for a public project.

Relates to sentencing and resentencing in domestic violence cases.
Relates to indexing of appropriations; provides that on and after January first, two thousand nineteen and on each following January first, the commissioner shall index the level of such appropriations for subsequent state fiscal years based on the national highway construction cost index for the most recent twelve month period; provides that the commissioner shall increase appropriations by the rate of inflation for the most recent twelve month period that is available at the time the adjusted rate is calculated and announced using the national highway construction cost index, or a successor index as calculated by the United States federal highway administration, if such rate of inflation is greater than zero percent.
Provides that motor vehicles, with certain exceptions, shall not be operated with an accumulation of snow or ice on the surface thereof; establishes fines for violation of these provisions; establishes a fund for the state's portion of such fines, the "snow and ice removal fund" with 10% of the funds going to an annual DMV report on the fund, 25% going to each the DOT and the Thruway authority for establishing snow and ice removal sites on their roads, 30% for a DOT grant program and 10% for a public awareness campaign.
Extends the biofuel credit and requires all municipalities to use biofuels for any purpose which requires the use of fuel.
Establishes factors and requirements to be considered when a health care practitioner's opinion differs from that of an applicant's treating health care practitioner as to an applicant's disability.

Relates to contracts for the transportation of children in cities with a population of one million or more; all contracts shall include employee protection provisions rationally relating to the promotion of a pool of qualified workers and the avoidance of labor disputes.
Relates to increasing the exemption from sales and use taxes for food and drink sold through any vending machine; increases the exemption to two dollars.
Relates to providing broadband and fiber optic services; requires the public service commission to determine the status of broadband and fiber optic services in New York state; provides that the commission shall require construction or installation of broadband and fiber optic services by an internet service provider in communities in which broadband and fiber optic services are determined to be absent, insufficient, or inadequate.
