Directs the New York state energy and development authority to establish a ride clean rebate program for electric assist bicycles.
Provides for minimum wage requirements for miscellaneous industry workers; defines "miscellaneous industry worker" to mean any employee covered by the Minimum Wage Order for Miscellaneous industries and occupations in accordance with Part 142 of Title 12 of the NYCRR, including, but not limited to, car wash attendants, nail salon workers, tow truck drivers, dog groomers, wedding planners, tour guides, valet parking attendants, hairdressers, aestheticians, golf and tennis instructors, and door-persons; makes related provisions.
Relates to requiring the recording of mezzanine debt and preferred equity investments and including mezzanine debt in the mortgage recording tax; defines mezzanine debt.
Provides a civil action for deprivation of rights which is caused by any person or public entity.
Suspends proceedings to recover real property statewide until after January 20, 2021; stays the execution of warrants of eviction or judgments of possession until after January 20, 2021.
Establishes a billionaire mark to market tax taxing residents with one billion dollars or more in net assets and directs revenue from such tax into a worker bailout fund; establishes a worker bailout program providing workers traditionally excluded from wage protection programs access to unemployment benefits.
Enacts into law major components of legislation which are necessary, but not sufficient, to ensure all eligible voters in the State of New York have the opportunity to exercise their rights under the Constitution of the State of New York related to the elective franchise, including Article I, Section 1 and Article II, Section 1; freedom of expression and association, including Article 1 Sections 8 and 9; equal protection of the laws, including Article I, Section 11; and an equal opportunity to participate in free and fair elections, including Article III, Sections 4 and 5.
Relates to admission to the specialized high schools in the city of New York; removes the discovery program admission process.
Relates to temporarily admitting certain attorneys graduating from law school or taking the bar exam during the COVID-19 state disaster emergency; such attorney may be admitted on a permanent basis if they remain in good standing under section 90 of the judiciary law and work at least 100 hours under the supervision of a permanently admitted attorney.
