Relates to the collection of certain demographic information by certain state agencies, boards, departments and commissions; provides that the requirements shall not be effective for the department of labor, the division of criminal justice services, the office of mental health or office of temporary and disability assistance until July 1, 2024.

Establishes the "pollution justice act of 2022"; implements a plan to replace peaker plant electric generating facilities with renewable energy systems.
Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.
Relates to the affordable New York housing program; makes necessary technical and conforming changes relating thereto.
Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate housing access voucher local administrators in the state to administer the program.
Requires mastectomy surgery, lymph node dissection or a lumpectomy counseling include information on going breastless or flat.
