Relates to stretch limousine safety requirements and changes the class of license required to operate stretch limousines; stretch limousines are vehicles that have a seating capacity of nine or more.

Requires the commissioner of transportation to establish, maintain, monitor and publicize a hotline operated and maintained by the department of motor vehicles through which any person may report safety issues with stretch limousines and to use such reports when determining withdrawing a motor carrier's operating authority or denying applications for new or revised operating authority.
Provides that altered motor vehicles commonly referred to as "stretch limousines" which were altered on or after January 1, 2021, shall have at least two safety belts for the front seat and at least one safety belt for the rear seat for each passenger for which the rear seat of such vehicle was designed.
Exempts breast pump replacement parts and certain supplies from sales and compensating use taxes.
Establishes the stretch limousine passenger safety task force to conduct a comprehensive review of matters influencing the safety, adequacy, efficiency, and reliability of stretch limousine transportation of passengers for compensation.
Relates to general hospital and safety net hospital reimbursement rates and Medicaid adjustments.
Prohibits an owner from adjusting the amount of preferential rent, rent charged and paid by the tenant which is less than the legal regulated rent for the housing accommodation, upon the renewal of a lease; only allows the owner to make such adjustments upon a vacancy which is not the result of the failure of the owner to maintain a habitable residence.
Provides that certain misdemeanors involving the revocation and suspension of hunting, trapping or fishing licenses shall be punishable by imprisonment for not more than ninety days, or by a fine of not less than five hundred dollars nor more than one thousand dollars, or by both such imprisonment and fine.
Removes caps on automated enforcement cameras for bus lanes and traffic lights in the city of New York, increases penalties and creates a graduated schedule of fines for repeat offenders, and directs that fines be deposited in the general transportation account of the New York city transportation assistance fund; extends the effectiveness of part II of chapter 59 of the laws of 2010 amending the vehicle and traffic law and the public officers law relating to establishing a bus rapid transit demonstration program to restrict the use of bus lanes by means of bus lane photo devices.
Establishes an electronic personal voter registration process integrated within designated agency applications; requires the state board of elections to promulgate necessary rules and regulations; makes related provisions.
