Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing agencies in the state to administer the program.

Amends the threshold of resident individuals required to file New York state income tax returns.
Requires members of the metropolitan transportation authority police force to wear body cameras and for such camera to be on at all times during the officer's shift; directs the chief of the metropolitan transportation authority police force to promulgate rules and regulations pertaining to such body cameras.
Requires the instruction on the importance of Yu Gwan-Sun and her contribution as a globally recognized human rights activist for students in grades 9-12.
Establishes the veteran career assistance program within the SUNY and CUNY systems to provide veterans discharged under honorable conditions with assistance in resume writing and employment placement services.
Authorizes municipalities to offer a real property tax exemption for property owned by certain persons performing active duty in a combat zone in an amount to the extent of fifteen percent of the assessed value of the real property, but shall not exceed twelve thousand dollars.
