Adds Down syndrome to the definition of developmental disability for the purpose of making Down syndrome an automatic qualifier for Medicaid; expands the definition of developmental disability to include certain individuals below the age of ten who cannot demonstrate that their disability constitutes a substantial handicap to their ability to function in a normal society, but that have a high probability of meeting such criteria later in life; expands the definition of developmental disability to include certain individuals below the age of four.
Provides that certain persons shall not be deemed a distributor for certain sales of premium cigars; provides that the tax on premium cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any premium cigars; defines "premium cigar".
Secures the continued validity of collective bargaining agreements during and after a change in operator or ownership of a property, facility, or company.
Relates to proximity restrictions for adult-use cannabis retail dispensaries and on-site consumption licenses; provides that such dispensaries shall not be located within 500 feet of a public library or an association library.
