Maddy summaryThis bill amends New York's public health law to change how home care services agency licenses are approved. It requires the Public Health and Health Planning Council to verify public need, applicant qualifications, financial resources, and other relevant factors before approving new licenses. Crucially, it explicitly prohibits using public need, tax status, or profit-making status as criteria for licensing decisions. The changes take effect immediately upon enactment.
Maddy summaryThis bill requires New York City's district leadership teams to follow the city's Open Meetings Law (Article 7 of the Public Officers Law). It mandates that all meetings of these teams be held publicly, with advance notice and accessible records, to increase transparency. The law directly affects district leadership teams within NYC's administrative structure. This is a procedural change ensuring public access to decision-making processes, not a substantive policy shift. The bill takes effect 90 days after enactment.

Maddy summaryThis bill prohibits New York state agencies from including confidential clauses in contracts for purchasing services or commodities. It directly affects all state agencies that enter such contracts, requiring them to ensure all contract terms are publicly available. The key mechanism mandates that contracts must not contain any "confidential clauses" as defined by the law - specifically, terms not shared with the public through the state's procurement newsletter. This change takes effect immediately upon the bill's enactment, making all state procurement contracts fully transparent to the public.
