Creates the New York city transit authority safety advisory panel to study and report on safety from terrorist acts and to provide a moratorium on the closing of token booths and minimum staffing levels on trains operated in passenger service in the NYC transit system.

Requires reports by state agencies relating to certain grants and expenditures made to community based organizations; requires listing by zip code of such grants.
Provides that a sponsoring agency shall give notice to persons owning property within 500 feet of a proposed site of a community residential facility and requires hearings to include evaluation of alternative sites; gives the municipality additional time to respond; gives municipality sixty rather than forty days after such notice to approve or object to the proposed site.
Requires schools to accept credits for educational programs at OCFS facilities as transfer credits.
Establishes the date for the accrual of certain causes of action based on negligence.
Relates to including credit unions and federal credit unions within the definition of bank, trust company or national bank for the purpose of the banking development district program (which was created to encourage the establishment of bank branches in geographic locations where there is a demonstrated need for banking services); relates to directing the banking board to promulgate rules and regulations to authorize the participation of credit unions and federal credit unions in such program; provides that for purposes of such program, a credit union may include in its membership any person or organization located within a local community, neighborhood or rural district where there is a demonstrated need for banking services.
Relates to prohibiting financial institutions from charging a fee for periodic paper statements when such statements are required for an application for public assistance.
Authorizes persons 16 years of age or older to register to vote.
Criminalizes the unlawful use of an unmanned aircraft.
Directs the division of veterans' affairs to establish the veterans' housing program to ensure homeless veterans are being housed under federal housing first principles.
