Creates a caregiver support program for grandparents and other older adult relative caregivers who are providing primary care for children aged 18 and under either formally or informally to provide technical assistance, counseling and other resources.

Expands the investigative powers of the Civilian Complaint Review Board to include complaints alleging bias-based profiling.
Relates to the personal information of a credit or debit card holder; adds zip code, e-mail address and home, cell and work telephone numbers to the personal information protected.
Relates to requiring the New York state design and construction corporation to meet and conduct all business at a public meeting and to making the minutes of such meetings available to the public.
Requires that the identity of all direct and indirect owners of the membership interests in a limited liability company be included in the articles of organization and in state contracts.
Provides for the protection of the air quality at licensed day care centers and head start day care centers funded pursuant to federal law; requires the office of children and family services to consult with the commissioners of environmental conservation and health regarding the air quality and environmental hazards that may be involved with any new day care center or head start day care center; requires such office to consult with the department of health if any new environmental or environmental health hazard arises.
Exempts the metropolitan transportation authority from bond issuance charges otherwise required to be paid to the state.
Requires local disaster preparedness plans to include a public education component as part of disaster prevention, which shall be widely disseminated and shall take into consideration the linguistic and cultural characteristics of the inhabitants.
Relates to providing that monies from the CARES act be allocated to food banks or other participating entities to purchase food products from New York farmers and processors for distribution to New Yorkers experiencing hunger or food insecurity.
Provides all registered voters on the day of the general election and the primary election in every even numbered year a full work day off without the loss of pay; provides a tax credit to small businesses who provide a paid day off to employees on general election day.
