Requires telephone companies to alert customers to replace telephone backup battery units and to provide one backup battery unit to each customer every three years.
Provides that intercity rail passenger services and commuter rail services shall be liable for health care costs for injuries to railroad employees caused by passengers, customers or members of the public.
Authorizes the secretary of state to appoint a person from the utility intervention unit within the consumer protection division to serve on the state energy planning board.
Requires the MTA to submit an annual report on all minor and major contract cost overruns; establishes such report shall include a list of all contracts where overruns exceed one million dollars, all contracting firms involved, the winning bid amounts, the actual costs incurred, a description of the project, completion delays, and an analysis of why the contract bid amount was exceeded.
Creates the city university of New York center for excellence in urban education to enhance the quality of teaching in public schools in NYC; establishes the regents public school teacher loan forgiveness program to allocate awards annually to teachers who agree to teach public school in an area of New York state designated by the board of regents as having a shortage of public school teachers.
Relates to discrimination and retaliation against employees who claim workers' compensation benefits.
Authorizes the liquor authority to establish a liaison with each community board in the city of New York for matters relating to license or permit issuance, renewal, modification and alteration; clarifies the powers and duties of the New York alcoholic beverage control problem premises task force.
Exempts certain distributions of revenues from the twelve-county/downstate portion of the metropolitan mass transportation operating assistance account from certain reductions.
Creates the New York city parks construction authority and transfers the powers and duties relating to financing, construction, rehabilitation and maintenance of parks and recreation facilities.
