Provides for the reimbursement of the ticket price of unused one-way, round trip or multi-trip tickets purchased for use on the Long Island Rail Road or the Metro-North Commuter Railroad Company if returned within one year.

Requires any proposed increase in fares by the metropolitan commuter transportation authority shall be submitted to the state comptroller for approval

Requires any proposed increase in fares by the metropolitan commuter transportation authority shall be submitted to the comptroller for approval before such fare increase takes effect; requires the metropolitan commuter transportation authority to submit a report to the comptroller which includes a justification for such proposed fare increase and the current financial condition of such authority.

Authorizes the governing body of certain municipal corporations to authorize an extension of exemption applications until such municipality's grievance date for persons sixty-five years of age or older

Allows a municipality to pass a local resolution to extend the taxable status exemption filing date to match such municipality's grievance date for persons sixty-five years of age or older.

Requires certain municipalities to conduct an environmental impact review

Provides that any municipality that is served by the Metropolitan Transportation Authority and initiates a comprehensive zoning plan that is designed in relation to its proximity and accessibility to a transportation hub, where more than 4 subway/bus lines converge, shall conduct an environmental impact review to determine if such transportation systems can assimilate increased ridership.
