Prohibits the city of New York from increasing property taxes where a property's assessed value has decreased in the previous year; applies only to class one and class two properties.
Relates to the recovery of costs for the response costs and damages to natural resources as a result of the illegal disposal of waste; establishes that expenditures made by the department as a result of the illegal disposal of waste shall be a lien against the person who is responsible for such illegal disposal.

Provides that the public service commission shall commence a rulemaking proceeding to set minimum requirements regarding the rights of customers with life-saving equipment that electric corporations shall adhere to at times preceding and for the duration of an electric service disruption; defines terms; makes related provisions.
Requires cash lanes be made available at certain toll barriers.
Relates to the adjudication of toll collection violations.
