Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to disclose the measurement of PFAS chemicals found in any discharges from outfalls.

Requires a health care provider who administers an immunization to a person nineteen years of age or older to report such information to the department of health or to a regional health information organization unless such person objects to such reporting.
Directs the department of public service to prepare written reports on the effect the COVID-19 state of emergency has on certain utilities of electric, gas, water, wastewater, and telephone service to commercial and residential customers in the state and on the affordability of services.
Establishes an independent fatality review board to review and assess domestic violence cases which result in a fatality and compile a report and make recommendations to certain state agencies based on such review and assessment; provides for access to various records without subpoena and for access to sealed records with judicial authorization.
Establishes the temporary state commission on intimate partner violence, within the office for the prevention of domestic violence, to study, report on and make recommendations on the prevalence, causes, effects, risks and costs of such violence.
Enacts the "Lydia Peikon Cotz act"; provides domestic violence victims and crime victims with supervision while taking depositions; directs the court to provide a secure location within the courthouse, and a court officer, for such persons taking depositions.
Requires high schools in grades nine through twelve to provide a course in financial literacy; requires students to complete such course as a condition of graduation.
Requires cytomegalovirus screening for every newborn by administration of a urine polymerase chain reaction (PCR) test.
Relates to the convening of a human services employee wage board; requires the commissioner of labor to convene a human services employee wage board comprised of twelve members; requires the wage board to hold hearings and report and make recommendations to the governor and legislature no later than December 31, 2023.
Directs the office of temporary and disability assistance to promulgate rules and regulations requiring quarterly inspections of homeless shelters.
