Requires the metropolitan transportation authority to publish certain financial reports, including reports relating to revenue and expenditures of funds on the authority's website.

Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an aggrieved employee, whistleblower or representative organization to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Relates to freezing tuition costs at state and city universities for four years; increases TAP awards by $400 each year for four years; and requires a report examining the affordability of such public institutions and potential funding for eliminating the gap between public funding and actual tuition and costs.
