Establishes the Emergency Coronavirus Affordable Housing Preservation Act of 2020 to implement protections to reduce the harm to New York residents and ensure safe, decent, sanitary, affordable housing and financial stability during the novel coronavirus disease, COVID-19, crisis and all other public emergencies.

Prohibits federal corporate bailout recipients who engage in stock buybacks from receiving New York state tax credits within three years of engaging in such buybacks.
Modifies the standard of evidence and certain other procedures when determining whether to revoke the community supervision of a person.
Directs the commissioner of health to conduct a study relating to the number of emergency room beds in the state and to make recommendations on the minimum number of emergency rooms required per capita and the maximum distance patients shall be expected to travel to access emergency room services.

Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.
Provides provisions for certain employee benefits when such employee is subject to a mandatory or precautionary order of quarantine or isolation due to COVID-19.
Provides requirements for sick leave and the provision of certain employee benefits when such employee is subject to a mandatory or precautionary order of quarantine or isolation due to COVID-19; provides for sick leave.
Requires wardens or superintendents of correctional facilities to accept assistance from state and federal agencies and municipalities in the event of an emergency, including loss of power, heat, or water or a medical state of emergency.
Relates to state government integrity including the creation of a New York state government integrity commission.
