Authorizes certain villages in Rockland county to enter into binding arbitration

Maddy summaryThis bill authorizes specific villages in Rockland County to use binding arbitration to resolve disputes with their employee unions. It allows these villages and their unions to agree in advance that unresolved contract issues will be settled by an impartial arbitrator if negotiations reach an impasse. A key provision permits the arbitration panel to issue awards covering both past and future years without restriction, but only for bargaining units whose contracts have been expired for at least seven years. The legislation amends the state Civil Service Law to include these specific rules for Rockland County villages while leaving other public employers under existing procedures.

Relates to prohibiting the inclusion of a confession of judgment in a contract or agreement for a financial product or service

Maddy summaryThis bill prohibits financial service providers from including "confession of judgment" clauses in contracts for most financial products or services. A confession of judgment clause allows a lender to automatically obtain a court judgment against a borrower without a trial. The law applies to contracts for financial products regulated by New York's financial services superintendent (like loans, credit cards, or insurance), but excludes federally regulated products (e.g., some securities) or products covered by other state consumer protections. It takes effect 90 days after enactment.
