Specifies methods of calculating deposits and reserves for the aggregate trust fund and reserves of the state insurance fund; provides that all computations made or directed by the workers' compensation board shall be on the basis of the survivorship annuitants table of mortality, the remarriage tables of the Dutch Royal Insurance Institution applicable to claims for accidents occurring on or before December 31, 2023, and beginning January 1, 2024 and on January 1 of each tenth year thereafter, the United States life table for the total population published by the department of health and human services and the remarriage table published by the department of health and human services and the remarriage table published by the United States railroad retirement board applicable to claims for accidents occurring on or after January first of the year following the adoption of any revision of such tables; makes related provisions.

Relates to requiring a certificate of merit in proceedings to recover possession of real property; requires the petition shall be accompanied by a certificate, signed by the attorney for the petitioner, certifying that the attorney has reviewed the facts of the case and that, based on consultation with representatives of the petitioner identified in the certificate and the attorney's review of pertinent documents, there is a reasonable basis for the commencement of such action; provides that where a petitioner willfully fails to provide copies of required papers and documents the court may dismiss the petition without prejudice.
Establishes the New York COVID-19 children's fund program to provide assistance to children whose parent, custodian, legal guardian, or related adult household member died as a result of contracting COVID-19, regardless of immigration status of such children.
Establishes a school ventilation and energy efficiency assessment, repair and verification program to require each school to: obtain an HVAC Assessment Report performed by qualified testing personnel documenting the functionality of the existing system or lack thereof, and obtain a report from a mechanical engineer identifying any upgrades, replacements or other measures recommended to improve the functionality, health and safety and/or energy efficiency of the HVAC system; adjust, and, if necessary, repair existing building HVAC systems, and install or replace HVAC systems, if necessary, to ensure proper and efficient operation, as well as compliance with health and safety standards; obtain an HVAC Verification Report performed by qualified testing personnel documenting any upgrades, replacements, installations or any other work performed on the HVAC system functions as designed and/or in compliance with health and safety standards; install CO2 sensors in classrooms, assembly areas, kitchen or cafeteria areas or building office spaces to provide ongoing verification that proper ventilation is maintained during operation; makes related provisions.
