Enacts the safer consumption services pilot program act which provides for the establishment of a pilot program to provide overdose prevention center pilot programs.
Exempts the metropolitan transportation authority from the requirement to reimburse the state for state services provided to such authority.

Relates to providing voice communication services to incarcerated individuals in state correctional facilities at no cost.
