Establishes a public service commission nominating board to make recommendations of persons qualified for appointment as commissioners of the public service commission.

Directs the director of the office of homeland security and emergency services to conduct a review and analysis of the security measures taken at the transportation facilities of the metropolitan transportation authority and its subsidiaries; requires such director to issue confidential reports of his or her findings and recommendations.
Directs the comptroller to prohibit payment of any travel claim for travel to, from or within a state which allows businesses to assert a right of the free exercise of religion as a defense to a cause of action commenced by an individual, group of individuals or non-governmental entity for wrongful discrimination.
Bars completely the recovery of damages from the victim or a person acting on behalf of the victim for personal injury sustained by a person convicted of a crime when such injury occurred during the commission of such crime or while fleeing therefrom.
Establishes a penalty of not less than $1,000 for each intentional destruction, mutilation or significant alteration of a medical record by a party to a medical malpractice action, or by any officer, director, member, employee or agent of such party; also establishes a cause of action on behalf of any person injured as the result of such destruction, mutilation or significant alteration; requires disclosure of metadata, audit trail, and log-in information associated with electronic medical records in certain actions.
Suspends the registration of a vehicle which has been documented five times within a twelve month period by a photo violation monitoring device for failure of an operator thereof to comply with traffic-control indications for a period of six months.
Prohibits gas and electric corporations from filing any schedules setting forth rules or regulations which absolve or attempt to absolve such corporations from liability for the interruption of its supply of service arising from the ordinary negligence of its employees, servants or agents and provides that any such schedules filed are void as against public policy.
Expands the scope of management and operations audits of gas and electric corporations conducted by the public service commission; requires copies of such audits to be provided to the governor and various legislative leaders.
Suspends rent payments for certain tenants due to the state of emergency declared by Executive Order No. 202, where they have lost earned income or were forced to close their place of business; establishes a coronavirus rental assistance fund.
Allows the implementation of body cameras on police officers notwithstanding binding arbitration.
