Enhances supports and services for students with disabilities for postsecondary success starting in the 2023-2024 academic year; funds shall be appropriated proportionally for each student with a disability enrolled in an institution of higher education.
Establishes a tax credit of up to $5,000 for the purchase of personal protective equipment (PPE) by employers who employ less than 500 people.
Prohibits the use of chemical agents by police officers against minors under the age of eighteen.
Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Increases the amount of income eligible for income base reductions in certain tuition assistance program awards for students who have been granted exclusion of parental income and are single with no dependent, or who have a spouse but no other dependent, for income tax purposes.
Provides a process for the termination of parental rights in cases of a child conceived through rape by clear and convincing evidence.
Enacts the climate and community investment act; prioritizes the allocation of public investments in disadvantaged communities; addresses climate change challenges through the expansion and growth of clean and renewable energy sources; adopts best value requirements for the solicitation, evaluation and award of renewable energy projects; establishes a community just transition program; establishes a climate pollution fee and a household and small business energy rebate; creates the climate and community investment authority.
Prohibits the search, with or without a warrant, of geolocation and keyword data of a group of people who are under no individual suspicion of having committed a crime, but rather are defined by having been at a given location at a given time or searched particular words, phrases, character strings, or websites.
Repeals managed long term care provisions for Medicaid recipients; establishes provisions for fully integrated plans for long term care including PACE and MAP plans.
Relates to establishing Eid al-Fitr, Eid al-Adha, Diwali, Lunar New Year, Tihar, Bandi Chhor Divas and Onam as school holidays.
