Makes conforming technical changes to the New York City administrative code and the emergency tenant protection act relating to vacancy decontrol.
Relates to the report of suspected financial exploitation; requires the superintendent of the department of financial services to develop guidelines relating to reporting suspected financial exploitation; provides that a third party who reports suspected financial abuse shall have immunity from any civil or criminal liability as a result.
Relates to trademark remedies and increasing the penalty for willful infringement to three times profits and damages.
Prohibits persons, firms or corporations engaged in the retail business of selling firearms from selling, delivering or transferring child operated firearms; defines "child operated firearm" to mean a pistol or revolver manufactured 1 year after the effective date of these provisions which does not contain a childproofing device or mechanism incorporated into the design of such pistol or revolver to effectively preclude an average 5 year old from firing same; makes violations a class A misdemeanor.
Requires counseling for certain domestic violence offenders; requires defendants in any case where the court either suspends the imposition of a sentence or sentences the defendant to be placed on probation to receive counseling by a person who has demonstrated expertise in individual or group domestic violence counseling.

Enacts the "NYC instant run-off voting act"; requires an instant run-off in any municipal election in New York City; provides that if one candidate for any municipal office receives a majority of first preferences, such candidate is elected; provides, however, if no candidate is the first choice of at least half the voters, the instant run-off re-tabulation shall be performed and then the candidate with the fewest votes is eliminated; makes related changes.
Authorizes an increase in the maximum speed limit for travel on certain roadways.
