Provides a temporary retirement incentive for certain public employees (Part A); provides an age 55/25 years temporary retirement incentive for certain public employees (Part B).
Requires the office for the aging to develop and provide elder abuse prevention training to train senior service centers and contractors in the detection and reporting of elder abuse in consultation with the office of children and family services.
Repeals provisions granting real property tax exemptions to certain entities including certain professional major league sports organizations.
Allows for reimbursement of transportation costs for emergency care without prior authorization by the social services official including emergency medical transportation by an ambulance service certified under article 30 of the public health law; authorizes the commissioner of health to establish a reimbursement methodology to ensure providers are reimbursed.
Relates to the execution of a warrant of arrest; authorizes the commissioner of the division of criminal justice services to establish a system to record and monitor the issuance and execution of search warrants; authorizes the chief administrator of the court system to establish educational programs for judicial personnel on the law of searches, arrests and seizures.
Prohibits the liquor authority from revoking, suspending, or canceling a retail licensee's license without a hearing when the holder of the license was issued a summons for a violation that is unrelated to the sale or consumption of alcohol on premises.
Enacts "Cariol's Law"; provides for a duty to intervene when a police officer observes another police officer using physical force that he or she reasonably believes to be clearly excessive or beyond that which is objectively reasonable under the circumstances.
Establishes the New York city public housing preservation trust for properties owned or operated by the New York city housing authority and provides for the issuance of certain bonds, notes or other obligations of the New York city housing development corporation.
Establishes the teachers' fossil fuel divestment act; requires the New York state teachers' retirement system to divest the retirement system of any stocks, securities, equities, assets, or other obligations of corporations or companies included on an exclusion list of coal producers and oil and gas producers.
Relates to parole eligibility for certain incarcerated persons age fifty-five or older.
