Requires the commissioner of health to ensure all home health aides and certified nurse aides employed by home care services agencies receive COVID-19 testing not less than every ten days and that such agencies report the COVID-19 infection rates among employees and clients to the commissioner of health.

Establishes the COVID-19 recovery commission

Establishes the COVID-19 recovery commission to determine how much funding to seek and new issuances that will be sold to the Federal Reserve Municipal Liquidity Facility and to gather information, testimony, advice and other input to make allocation decisions in respect of the new funding and recovery efforts related to novel coronavirus, COVID-19; requires the commission to report its findings to the governor and legislature monthly.

Prohibits the advertisement of tobacco products and herbal cigarettes near schools

Prohibits advertising for tobacco products and herbal cigarettes on school grounds or within 500 feet of the boundary line of the real property of any public or private school; provides for a civil penalty of between $250 and $1000 for a first violation, $500 to $2000 for a second violation, and at least $1000 for any subsequent violation.
