Requires certain information be made available to elected officials prior to funding reductions for hospitals and nursing homes

Requires any information or data produced internally or by an outside consultant used by the governor, the division of the budget, the department of health or any other relevant state agency to justify such reduction be made available to elected officials prior to funding reductions for hospitals and nursing homes.

Establishes mandatory minimum medicaid coverage for hospital confinement for childbirth

Requires all insurance policies and health maintenance organization contracts to provide coverage for maternity patients and their newborns for hospital stays of at least 48 hours following childbirth by natural delivery and 96 hours following childbirth by caesarean section; provides such coverage for patients who are recipients of medicaid.

Establishes a temporary state commission to conduct a feasibility study on the formation and control of a state public bank

Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the legislature shall consider legislation to create a state public bank for New York.

Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
