Authorizes the towns of East Hampton, Riverhead, Shelter Island, Southampton and Southold in the county of Suffolk to establish a tourism marketing district to be known as the Peconic Region Tourism Marketing District.

Requires a government photo identification card to be presented when casting a ballot; provides for a method to receive a government photo identification card at no charge.
Provides that an owner of real property shall have no duty to keep the premises safe from entry or use by others for swimming or bathing in state or municipal waters.
Eliminates the real property tax exemption for fire districts, fire protection districts and ambulance districts developed through industrial development agencies in certain counties.
Relates to the regulation of short-term rental units; authorizes short-term rental units and requires short-term rental hosts to register each unit with the division of housing and community renewal; establishes that occupancies of a short-term rental unit shall be subject to taxes and fees pursuant to articles twenty-eight and twenty-nine of the tax law and applicable local laws.
Clarifies that enhanced tuition awards are for attendance at private degree granting institutions of higher education.
Extends the expiration of provisions relating to including the trustees of the Freeholders and Commonalty of the town of Southampton, trustees of the Freeholders and Commonalty of the town of East Hampton and the trustees of Freeholders and Commonalty of the town of Southold as municipal corporations for the purposes of section 72-h of the general municipal law.
Relates to providing an increased death benefit for the survivors of Theodore Raffel.
Provides optional disability coverage for county probation officers.
Relates to prohibiting the collocation of certain facilities; prohibits the Western New York Children's Psychiatric Center from being collocated or merged with any other facility.
