Permits the enforcement of a judgment against certain trust and annuities in the case of minor victims of sexual abuse.
Designates certain offenses against emergency medical services personnel, firefighters, and law enforcement officers as hate crimes; includes the definition of emergency medical services personnel, firefighters, and law enforcement officers.
Requires mandatory restitution by the court if an officer of a school district is convicted and the victim of such crime is such officer's school district; mandates that the court require restitution up to the full amount of the fruits of the offense or reparation up to the full amount of the actual out-of-pocket loss suffered by the victim.
Expands the definition of criminal sexual act in the first degree to include cases of incest when the victim is under 17 years of age and the actor is over 18 years of age.
Requires health insurance policies to cover costs for pediatric acute-onset neuropsychiatric syndrome rehabilitation treatment.
Repeals certain provisions relating to establishing the justice center for the protection of people with special needs.
Establishes the intent of the legislature to generally defer to parental choices regarding the care, custody and control of their children; mandates that the death of a parent shall be a factor when considering a grandparent's standing to receive visitation or custody; directs that costs be payable by an unsuccessful petitioner where a contest was brought in bad faith.
Includes within the class D felony of assault in the second degree, the causation of serious physical injury to another person while in the course of committing hazing in the first degree.
Enacts the New York State Iran divestment act.
