Provides that the village of Southampton is hereby authorized to designate emergency response and rescue vehicles assigned to the Southampton village ocean rescue as authorized emergency vehicles.

Establishes a seven member task force to create a comprehensive plan for the future of the Southampton campus of Stony Brook University; empowers the task force to appoint a 15 member community advisory board; makes related provisions.
